According to DSTU 2472-94, cosmetic products include cosmetic products or a combination of them that give freshness and beauty to the face and body, and a cosmetic product is defined as a product that is used to care for the skin, hair, oral cavity and performs hygienic, preventive and aesthetic functions. A similar definition of cosmetics is given in the policy documents of the EEC and other industrialized countries. Thus, according to the Cosmetics Directive 76/768 EEC, “Cosmetic means any substance or preparation intended to come into contact with various parts of the human body (skin, hair, nails, lips and external genitalia) or with teeth and mucous membranes of the cavity mouth solely or mainly for the purpose of cleaning, perfumeing, changing their appearance and/or improving body odour, and/or protecting them or keeping them in good condition.”
The U.S. Food and Drug Administration defines cosmetics as "products that cleanse the body, beautify it and enhance its attractiveness, or change appearance without altering the structure and function of the body."
From the above definitions, it follows that a cosmetic product is intended for the care of healthy or problematic skin, its appendages, teeth, oral mucosa and genital organs under conditions that exclude resorptive action and the implementation of any systemic effects that directly or indirectly change the structure and functions of the skin, its appendages, mucous membranes or the body as a whole.

Products of the cosmetic industry of domestic and foreign production are sold in the retail trade network in the presence of the “Hygienic Visnovka of the State Sanitary and Hygienic Expertise for Imported Products”, which is approved by the Chief State Sanitary Doctor of Ukraine or persons authorized by him, and a passport (quality certificate) of the manufacturer. In accordance with the Law of Ukraine "On Medicines" No. 123/96-VR dated 04.04.96 p. and the Decree of the Cabinet of Ministers of Ukraine "On the Approval of the Order of the State Registration (Re-registration) of the Medical Order and the Fee for the State Registration (Re-registration) of the Drug Order" dated April 27, 1998. No. 569, medical cosmetics are classified as medicines and can be sold in the customs territory of Ukraine after registration by the Bureau for Registration of Medicines of the Ministry of Health of Ukraine.
Medicinal cosmetics, according to the "Regulations on registration and the procedure for issuing permits for the import and export of foreign and domestic medical cosmetics", developed by the Pharmacological Committee of the Ministry of Health of Ukraine, include medicines intended for the prevention and treatment of diseases of the skin, its appendages (nails, hair , eyelashes) and mucous membranes, which contain individual substances or mixtures of substances used for therapeutic or prophylactic purposes, and are available in the form of cosmetics. Such a definition of medical cosmetics meets the requirements of the “Commodity Nomenclature of Foreign Economic Activity” and, with a certain degree of probability, is consistent with the definition of a drug given by WHO: “A drug is a substance or product used or intended for use in order to change or study physiological systems or pathological conditions in the interests of the recipient. A similar approach to the product range under consideration is reflected in the Cosmetics Directive 76/768 EEC, according to which "... Member States must prohibit the sale of cosmetic products containing substances listed in Annex II." Annex II of the Directive
76/768 EEC contains a list of substances that are used as active substances in the manufacture of medicines. Thus, Directive 76/768 EEC excludes from the range of cosmetic products products that contain drug substances.
Medical cosmetics are intended for the prevention and treatment of diseases of the skin, its appendages, teeth and mucous membranes in order to change the physiological systems or pathological conditions of the skin, its appendages, mucous membranes of the oral cavity and eyes or the body as a whole (with the threat of generalization of the pathological process). Achieving a pharmacodynamic (or prophylactic) effect is possible only if medicinal substances are introduced into the formulation of a medical cosmetic product. Thus, medical cosmetics are produced in the same forms as products of the cosmetic industry (cosmetics). Unlike products of the cosmetic industry, medical cosmetics contain medicinal substances, are intended for the prevention and treatment of specific nosological forms of pathology, have clearly established indications, contraindications for use and course of treatment (dose, frequency rate, duration of administration). In this regard, it should be considered erroneous that the differences between cosmetics and medical cosmetics are reduced to the concentrations of biologically active components (essential oils, extracts of aromatic or medicinal plant raw materials, vitamins, natural antioxidants, preservatives, etc.) , which can be part of both medical cosmetics and cosmetic products.
Unlike drugs produced in classical dosage forms (ointment, liniment, solution, etc.), medical cosmetics not only have certain pharmacodynamic properties, but also provide cosmetic, and in some cases decorative (for example, acyclovir in lipstick form) skin care, its appendages or mucous membranes. A typical example of medical cosmetics are nail polishes with antifungal substances, usually with ketoconazole. This form of antifungal drugs intended for the treatment of fungal nail lesions is characterized by ease of use, provides stable long-term contact of the affected tissues with the drug, prevents the entry of nail fragments affected by fungi into the environment, and provides a certain decorative effect. As an example of a successful combination of therapeutic (anti-pediculosis properties) and cosmetic (washing properties) effects, anti-pediculosis shampoos can be cited. Anti-pediculosis drugs to combat head lice in the traditional dosage form (emulsion) provide only a therapeutic effect and, after a certain exposure, must be removed from the skin of the scalp and hair using detergents - shampoo or soap. Anti-pediculosis shampoos exhibit anti-pediculosis activity in combination with detergent properties. Their application does not require re-treatment of hair detergents. Without a doubt, anti-cellulite products in the form of a cream or gel containing theophylline as a substance, creams and gels containing heparin, as well as a series of cosmetic products "GREEN LINE CLEAR" (firm "Lek Ljubljana", Slovenia) , designed to care for problem skin - antiseptic gel for skin cleansing, antiseptic tonic, moisturizer with antiseptic action, antiseptic corrector in a pencil, antiseptic liquid powder. The cosmetic products of this series contain the fungicidal agent IMA as a substance. Chamomile extract, which has antiseptic, anti-inflammatory properties, zinc oxide, allantoin, biologically active sulfur, has also been introduced into the composition of cosmetics in this series.

I do not pretend to be 100% true, since the information from the manufacturers' websites was presented from my point of view, this is my view of the brands presented in the pharmacy.
Now some of my personal impressions about them.
As I have already said, I can safely say that in 5 years I have tried everything that is sold in the pharmacy. Of course, from what was suitable for the problem and age. And anti-aging products were tested on my beloved mom. I was looking for the perfect products for the care of very sensitive problematic skin. I think that the only option for people with the same problems as me is to try, try and try again. With sensitive skin, you never know what to expect. So some hypoallergenic products do not suit me, and some Lierac products are perfect! It turned out that in almost every brand I found my favorites. So let's start over.
IN Vichy- my favorite Normaderm line, I love the cleansing gel and tonic in it. Toner is perhaps my favorite of all for combination to oily skin. From him, I observed the best effect of narrowing the pores and smoothing the skin relief. I like that it is slightly matte, and at the same time there is no powder in it. I love Normaderm Scrub and Normaderm Night. The scrub is good in all respects: price, quality, result. Night Normaderm likes the texture: the cream is very light and at the same time the skin becomes velvety without feeling greasy film. (By the way, this cream has one feature - in the morning the face shines with a greasy sheen. This is the result of his work - he makes sebum come out, and not accumulate inside overnight. In principle, there are no problems with this - I washed my face in the morning and that's it. The firm also likes the scrub Merck, but in measure 50 ml., And in normaderm 200 ml, and the price is the same. For economy, I prefer the latter.
Aqualia Thermal Light helps when the skin becomes dehydrated, I apply it periodically under Efaclar K or Duo. I really like its new texture, very gentle and pleasant.
My favorite care for every day is Efaclar K and Efaclar AI, if everything is bad, I switch to Efaclar Duo (but I still apply Efaclar AI locally on top - it’s so much more effective, although consultants don’t advise, but this is my personal discovery). IN La Roche Posay I love the soothing toner and hydrating mask. After the tonic and mask, the skin is very comfortable, it is really moisturized and soothed, there are no other words. Their own Toleran line is indispensable for me during an exacerbation of allergies, especially Toleran Ultra. True, for oily skin the texture is rather dense, but it soothes the skin, relieves itching and really takes 5-10 minutes, and for that I am ready to forgive him everything. (I used to apply Atoderm ROzinc in general, it is for super dry skin, but it relieves itching perfectly.)
IN uriage I love Tolederm water and Iseac sunscreen. It's very light for a sunscreen unlike the insanely thick Aven emulsion that gave me comedones all over my face.
IN Aven- Favorite Cleanans mask. In terms of cleansing, it is not very good, but it evens out the skin texture perfectly, it can be seen even after the first application.
IN Ducret And Bioderma unfortunately nothing came up - I don’t like the textures at all, they don’t suit my skin, and not a single line (except for Atoderm ROzinc, which I eventually abandoned).
IN SkinSuticals For me, the best moisturizer in the world. The only thing that bothers me is the price. You need a very small droplet the size of a pea to apply it all over your face, so it lasts for a long time, for 5 months. And it instantly gives an incomparable feeling of comfort.
IN Lierac- My favorite cleansing mask Clarte. It perfectly cleans black dots from the 1st time (the rest of the masks have to be applied 2 times for perfect cleaning of the pores). It is very pleasant in texture, with a pleasant smell and heats up a little during the action. But from this it is even better, a pleasant warmth is felt on the face. This mask also has its own peculiarity - it cannot be kept for more than 15 minutes, otherwise the face will acquire an earthy-green tint, and then it cannot be washed off with anything (it was the case - the complexion was smeared foundation). Therefore, advice - we all read the instructions for use before use, and not after.
Also, this brand really likes the Hydrochrono line, but, unfortunately, an allergy went to the emulsion, although I used it before, and the balm that I used in the very frosts this winter clogged all the pores, and comedones appeared all over my face, even where they never were. Three months treated the skin after a week of use.
At the brand Nux I like the Reve de Miel body scrub, and more specifically the fragrance and softness of the skin after using it.
I love the Sanaflor brand very dearly. My favorites are rose and lavender flower water. I like that the company is natural and does not contain synthetic fragrances. Rose Flower Water has the delicate scent of a real rose from the garden, not the synthetic "rose" fragrance found in Nux. Lavender flower water soothes oily skin, makes it matte, and heals the pores themselves. The effect is noticeable after the first week of use.

1. Try all the means you are interested in yourself. Of course, you need to listen to the reviews, but only you yourself will understand whether this tool is right for you or not.
2. Pay attention to the texture of the product. Choose only those products that are created for your skin type and have direct indications of solutions to the problem that bothers you. (I.e., it makes no sense to expect a couperose cream for dry skin to cure acne and get rid of blackheads. And a nourishing cream for very dry skin that stimulates sebum production will relieve oily problem skin from dehydration.)
3. Pay attention to which category this or that brand belongs. If you are a lover of natural cosmetics, choose natural. If you often have allergies - hypoallergenic. (In the reviews, I read the girl’s dissatisfaction that there are only mineral oils and glycerin in the hydraphase mask. Natural oils or plant extracts are very difficult to find in hypoallergenic cosmetics. Because the same thing essential oil orange, most likely in an allergic person will cause a violent reaction on the skin. For that, all these components can be found at Nuks, Leirak and Sanoflor.)
